The short answer

If the container sits on your own driveway, yard or private parking lot, the City of Lansing has no dumpster permit for you to get; the City publishes no rule on a temporary roll-off on private property. If you were hoping to put it in the street, the answer is different from most cities: Lansing will not permit it, so the street is not an option at all.

The rule: City Code § 1022.01

Lansing’s right-of-way chapter says a permit shall not be issued for the use of a right-of-way for signs, dumpster placement, pylons or other materials that may be an obstacle or hazard to the public using the right-of-way. That is the whole story for street placement. Section 1020.05 adds that construction material in the right-of-way needs a Public Service permit and may not remain after sunset without written permission, and § 1022.06 says encroachments are removed at the owner’s cost. What that means in practice

Published fees: $100 for a garage or shed, $160 for a single-family dwelling, commercial by the value of the work, plus a $10 technology fee, and a $150 investigation fee if the work started before the permit. In a historic district the Historic District Commission reviews first, which can take up to 60 days. Michigan also requires an asbestos inspection before every demolition and ten working days’ notice to EGLE for demolitions other than private residences of four units or fewer.

The towns around Lansing are different

East Lansing requires a permit from the building official or city engineer for a container in the street, with a possible deposit and insurance. Charlotte allows up to 90 days under a Department of Public Works permit, with five feet of sidewalk kept clear and the container barricaded. Mason requires a right-of-way permit for each project, with a $200 penalty for skipping it, though whether a dumpster counts is not published. DeWitt, Grand Ledge and Delta Township have right-of-way permits that never mention containers. Delhi and Meridian townships, which cover Holt, Okemos and Haslett, publish no container rule at all, so we confirm with each office before a street placement.
